OxygenOS 13.1.0.500 for OnePlus 9R and OxygenOS 13.1.0.513 for OnePlus 8T updates has been released to these devices by OnePlus. These updates is rolling out in India region and is moving to a new format of OTA version number for OxygenOS 13.1 as part of the optimization process.
